保育中における子どものマスク着用について

　2月10日に政府から示された「新型コロナウイルス感染症対策の基本的対処方針案」では、保育園児のマスクについて、可能な範囲で一時的に着用を推奨することが明記され、2歳未満には勧めず、「子どもの体調変化に注意する」などの留意点が加えられました。方針案では、発育状況などから着用が無理なく可能と判断された子どもを推奨の対象と位置付け、「低年齢児は特に慎重に対応する」としています。留意点としては、①息苦しくないか、嘔吐していないかなど体調変化に十分注意する②調子が悪い場合は無理して着用させる必要はない③一律に着用を求めない④子どもや保護者の意図に反して無理強いしない、などが挙げられています。

　この対処方針案を受け、保育中における子どものマスク着用については、保護者の意図に反して無理強いさせることがないよう、これまでと同様に必須とはせず、保護者の方の希望に応じた対応とさせていただきます。また、子どもの意図に反して無理強いしないことも求められていることから、保育中に子どもがマスク着用を嫌がる場合は、マスクを外させていただくこともあります。さらに、園庭や散歩などの外あそびの際には、十分な呼吸ができなくなるリスクが指摘されていることから、マスクを外させていただきます。ご理解の程よろしくお願いします。

～マスク着用に関するお願い～

　ご存じの通り、新型コロナウイルス感染症の予防のためには、不織布マスクを隙間なく着用し続けることが求められます。不適切なマスク着用は、感染予防効果が期待できないばかりか、マスクを気にして手で触ってしまったり、マスクを外して置きっぱなしにしたりすることで、接触感染の原因を作り出してしまうこともあります。不適切なマスク着用については保育園でも声かけはさせていただきますが、集団保育の中では限界もあります。つきまして、お子様のマスク着用の際には、まずご家庭にて、マスク着用の方法を教えたり、練習を行ったりしていただきますようお願いいたします(年長児クラスのみ就学に向けた保健指導の一環として、マスク指導を行っています)。

　また乳幼児のマスク着用については、日本小児科学会などから、①呼吸が苦しくなり窒息する危険性②嘔吐した場合に誤嚥性肺炎や窒息の危険性③熱がこもることによる熱中症の危険性④顔色・呼吸の状態など体調異変の発見が遅れる危険性などが指摘されていることを踏まえ、ご家庭でお子様がマスクを着用する際には目を離さないようご注意ください。

気象庁より「明日10日は本州南岸を低気圧が東進するため、東京地方では明日10日朝〜11日未明は雪や雨となり、10日午後からは23区も含め注意報級の大雪となる見込み」との情報が入っています。

明日の朝7:00までに、大雪により警戒レベル3以上の発令が羽村市から出された場合、保育園は終日休園となります(一時保育・定期利用保育・子育てひろばも含め)。

PAUTAS SOBRE EL USO DE LAS INSTITUCIONES DE CUIDADO INFANTIL (3)

En las instituciones de cuidado infantil tenemos mucho cuidado con las medidas de seguridad, sin embargo es imposible prevenir del todo el riesgo del brote. Cuando se comparten espacios en las instituciones no sólo existe el riesgo de que se contagie su hijo, sino también puede ser su hijo el que contagie a otros. Por lo tanto, pedimos por favor que todos cumplan con las reglas.

1 PRECAUCIONES PARA EL USO DE LAS INSTITUCIONES DE CUIDADO INFANTIL

1. (1) Si los padres tienen descanso, deben cuidar de su hijo en casa.
2. (2) Para evitar la aglomeración, favor de cooperar llevando y recogiendo a su hijo de acuerdo a su horario de trabajo sin importar el horario de cuidado (horario regular: 7:00 am a 6:00 pm, horario corto: 8:30 am a 4:30 pm).
3. (3) Tomar la temperatura y chequear el estado de salud de su hijo y toda la familia en las mañanas y tardes sin falta. Si la temperatura de su hijio es de 37.5 o más, o tiene síntomas del aparato respiratorio como de gripe, debe recuperarse en casa primero y luego de eso esperar 24 horas más para poder asistir. Sólo en el caso de que el medico diagnostique que los síntomas no son por causa de enfermedades infecciosas, las condiciones pueden cambiar.
4. (4) Si su hijo es considerado como persona de contacto cercano con alguien infectado, llame de inmediato a la institución. No podrá asistir por 10 días contando desde el ultimo día que tuvo contacto con la persona infectada (así el resultado de la prueba PCR sea negativo, no podrá asistir).
5. (5) En el caso de que el medico diga que es necesaria la prueba PCR, llamar de inmediato a la institución. No podrá asistir hasta que la prueba sea negativa (aún si sale negativo,
   cabe la posibilidad de que no pueda asistir por un tiempo por indicaciones del centro de salud.
6. (6) Si alguien de la familia es considerado persona de contacto cercano y el medico le indica realizar la prueba PCR pero su hijo no es considerado persona de contacto cercano, si
   podrá asistir. Sin embargo, los familiares que tuvieron contacto cercano o realizaron la prueba PCR, no podrán llevar ni recoger a su hijo si están durante el período de espera
   en casa.
7. (7) Si su hijo se infectó, asi no tenga síntomas no podrá asistir hasta que el medico certifique que está curado.
8. (8) Si alguien de la familia se infecta, llame de inmediato a la institución. Si el niño no es considerado como persona de contacto cercano podrá asistir, para esto deben prestar
   mucha atención a su estado de salud. Sin embargo, para evitar la propagación, en lo posible es mejor que descanse.

2 COMPARTIENDO INFORMACION

1. (1) La información recibida de 1 PRECAUCIONES PARA EL USO DE LAS INSTITUCIONES DE CUIDADO INFANTIL, se compartirá con la municipalidad. Además, tenga en cuenta que
   si el niño tiene hermanos y se considera necesario, se compartirá la información con el club gakudo y los colegios.
2. (2) Si su hijo se infecta de corona virus, se compartirá la información necesaria con los demás padres de familia, sin dar el nombre ni la clase del niño.

3 CIERRE TEMPORAL

1. (1) Si su hijo (o algún trabajador) se infecta, se tomarán las medidas que indica el centro de salud. En ese caso, cabe la posibilidad de que la institución cierre inmediatamente para desinfectar el lugar y verificar las personas que tuvieron contacto cercano. En el caso de que cierre, normalmente es por uno o dos días, sin embargo si la enfermedad se sigue propagando puede que el período se alargue.
2. (2) En el caso de cierre temporal, para evitar la propagación, no habrá cuidado temporal en otras instituciones. Favor de estar preparados para estos casos ya que deberá cuidar de
   su hijo en casa.
3. (3) El proyecto de la municipalidad Family Sapoto Center, que realiza el Comité de Bienestar Social, es un servicio en el que el miembro y la persona que necesita ayuda se ponen de acuerdo en la fecha y hora para que cuiden de su hijo (se debe pagar por el servicio). Para hacer uso del servicio es necesario registrarse con anticipación. Si cree que necesitará de este servicio, llame al Comité de Bienestar Social 042-554-0304 para hacer el trámite (sólo atienden los días laborables). 4 RESPETO A LOS DERECHOS HUMANOS Y PROTECCION DE LA INFORMACION PERSONAL

Por favor tener cuidado de no hacer lo siguiente: tratar de averiguar quien es la persona infectada, discriminar o perjudicar a los niños, difundir información imprudente en las redes
sociales.

Guidelines for using childcare facilities during COVID-19 disaster term (the 3rd version)

Although Daycare Facilities are operated with consideration for the safety of children,the risk of outbreaks cannot be completely prevented. Living in group means that your child is at risk of getting infected and there is also a risk of infecting other people’s children simultaneously. So please follow the rules for each other.

1. Precautions for using childcare facilities

1. (1) Please refrain from going to the facilities if you can take care of your child at home, such as when you are off work.
2. (2) In order to reduce the overcrowding in the facilities, during childcare hours (7Am~6PM for regular hours, 8:30AM~4:30PM for short childcare hours),
   regardless of the hours, please cooperate to drop off and pick up child according your office arriving/leaving time of employment.
3. (3) Be sure to check the temperature and physical condition of the children and families in the morning and evening. If the child has a fever ( 37.5℃ or higher) or cold symptoms such as respiratory symptoms, the childcare facilities will not be able to keep the child until 24 hours have passed after the symptoms have gone. Also, please refrain from going childcare facilities
   even your child is in good physical condition but any other family member has a cold symptom. This does not apply if the doctor determines that the respiratory symptoms are not caused by an infection.
4. (4) If the child is identified as a close contact, please contact the childcare facility immediately. The childcare facility will not be able to keep your child for 10 days from the last day of close contact with the infected person (even if the PCR test shows negative result).
5. (5) If your child is to undergo a PCR test due to doctor’s diagnosis, please contact the childcare facility immediately. The school will not be able to keep your child until the PCR test confirms negative (even after the negative result is confirmed, the school may not be able to keep child for a certain period of days under the guidance of the Health Center).
6. (6) If the family member living with the child is identified as a close contact and the doctor diagnoses to undergo a PCR test, the child can still go to the childcare facility if the child is not identified as a close contact. However, please refrain from picking up and dropping off child from the same family who have identified as close contact or who have undergone a PCR test during the designated standing at home.
7. (7) If the child is in confirmed infection, regardless of the symptoms is showed or not showed out, the childcare facility will not be able to keep child until the doctor proves that is has been cured.
8. (8) If any family member living with child is confirmed infection, please contact the childcare facility immediately. If the child is not identified as a close contact, it is possible to go to school after paying close attention to child’s physical condition changes. But please refrain from going to childcare facilities as much as possible from the viewpoint of reducing the risk of spreading the infection.

2. Sharing information

1. (1) The information provided in [1 Precautions for using childcare facilities] will be shared between the school and the city. Also, if your child has siblings, please be aware that we may provide information to school children’s club staff, elementary and junior high schools, etc. as necessary.
2. (2) If the child is infected with COVID-19, the personal name and class will be hidden and the information on the progress of infection will be provided to parents through the childcare facilities’ contact network.

3. Temporary Closure

1. (1) If the child (or any staff member) becomes infected, the childcare facilities will respond based on the guidance of the Health Center. At that time, the childcare facilities may be closed immediately due to disinfection of the facilities and identification of close contacts. The facility is usually closed about 1~2 days, but it may be extended if the infection spreads.
2. (2) If the childcare facility is temporarily closed, alternative childcare cannot be carried out at other childcare facilities from the viewpoint of reducing the risk of spread of infection, so please be prepared in advance so that you can handle it at home.
3. (3) The Family Support Center Project which the city entrusts to the Hamura City Council of Social Welfare has a system of mutual assistance between members who provide and receive services for each other. If you meet the conditions such as the date and time, you can request your child to be taken care. To use this system, you need to register as a member in advance. If you have the possibility to use it, please register at the Hamura City Council of Social Welfare (☎042-554-0304 for weekdays only). Please be careful not to snoop on infected people, discriminate against or prejudice children, or disseminate information on SNS.
